Letting in Waltham Forest? Selective licensing covers 20 of the 22 wards, and additional HMO licensing covers shared homes across the whole borough, both until 2030. See what the licence asks for, our landlord EICR prices, or call 01727 238 999.

Our work in Waltham Forest

Since April 2026 we have been upgrading fire detection to LD1 in sheltered housing across east London for United Infrastructure. To mid-October 2026, our job system logged 277 LD1 upgrade jobs in Chingford, Walthamstow, Leyton and Leytonstone postcodes, each at a different address. The programme is still running.

Postcode districts do not follow borough boundaries: parts of E11 are in Redbridge.

One of these is a sheltered housing scheme in Walthamstow: four flats and a guest suite. We are fitting interlinked, mains-powered Aico smoke alarms in every flat. The walls are solid brick, so the cables run on the surface, and outside they go in galvanised steel conduit. See the Walthamstow LD1 project and the full east London programme.

Door entry and warden call in Leyton

Alongside the fire alarm work, our job system logged 119 door entry and warden call jobs at 93 addresses in E4, E10, E11 and E17 for United Infrastructure, from August 2024 to September 2026. 99 of them were in Leyton (E10). The work covers door entry, warden call installs and revisits, handset installs, maglock replacements and moving BT lines. See door entry and warden call systems.

Repairs in Leytonstone and Chingford

From July 2025 to April 2026 our job system logged 73 jobs at 60 addresses in E11 and E4 for Axis Europe. 69 of them were for Anchor, mostly repairs in sheltered and retirement housing. The total includes 5 visits where we could not get in. Six of the E11 jobs were raised as emergencies.

Some of the faults we found:

  • E11, December 2025: stairwell sockets kept tripping. The RCBO still tripped with the sockets disconnected, so the fault was the RCBO itself. We replaced it and the sockets worked.
  • E11, December 2025: the lights were off because a fuse had blown. We replaced it and the lights came back on.
  • E11, November 2025: a storage heater’s spur had been wired incorrectly. We overhauled the heater and it now works as it should.

Heater calls are often settings, not faults: seven of the nine heater jobs ended with the settings changed or the heater found working. Tripping is not always the wiring either: read RCD keeps tripping before you call. See our sheltered housing repairs for the wider programme.

Licensing for Waltham Forest landlords

The council runs three property licensing schemes. Selective licensing does not apply to tenancies granted by a registered social landlord.

What the licence conditions say about electrics. The selective licence conditions require that:

  • every electrical installation is in proper working order and safe for continued use, and you send the council a declaration within 21 days if it asks;
  • electrical appliances you provide have a test report every 30 months;
  • there is a smoke alarm on each storey with living accommodation; and
  • there is a carbon monoxide alarm in any room with a fixed combustion appliance other than a gas cooker.

The HMO licence conditions ask for a satisfactory EICR, and test certificates for any automatic fire alarm and emergency lighting, each within 21 days of the council asking. We can test all three. See fire alarms and emergency lighting testing.

The law on EICRs. Under regulation 3 of the Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) Regulations 2020, a landlord must have the installation inspected and tested “at intervals of no more than 5 years”, give each existing tenant a copy within 28 days, give the council a copy within 7 days of a written request, and have any remedial work done within 28 days, or sooner if the report says so. See what an EICR checks, electricians for landlords and, for housing associations, the social housing EICR deadline.

The licence conditions are dated December 2023. Always check with the council before you apply.

How SEGplc can help

Our engineers are employed by SEGplc and we are an NICEIC Approved Contractor. We are working in E4, E10, E11 and E17 on the LD1 programme, so we plan local jobs around it and give you a fixed appointment. Every job is photographed, and you get certificates you can file with your licence.

Landlords with several lets can ask about programme rates for EICRs; see also housing providers. Nearby: Hackney, Enfield and Haringey, or see everywhere we have worked.

Questions about Walthamstow and Waltham Forest

Do I need a licence to rent out a home in Waltham Forest?

Most likely. Selective licensing covers privately rented homes in 20 of the borough’s 22 wards from 1 May 2025 to 30 April 2030. The two wards left out are Hatch Lane and Highams Park North, and Endlebury. HMOs anywhere in the borough need an HMO licence. Check your address with the council.

Does a Waltham Forest licence need an EICR?

The selective licence conditions do not name an EICR. They say the electrical installation must be safe and in proper working order, and you must send the council a declaration within 21 days if asked. The HMO licence conditions go further and ask for a satisfactory EICR. Separately, the law says every privately rented home in England needs one at least every five years.

How much is a landlord EICR in Walthamstow?

From £130 plus VAT for a studio or 1-bed flat, £155 for a 2-bed and £180 for a 3-bed. HMOs are from £290 plus VAT. Any remedial work is quoted separately, with the report.

Do you cover Chingford, Leyton and Leytonstone?

Yes. Since April 2026 our job system has logged 81 LD1 fire alarm upgrade jobs in E4, 79 in E17, 76 in E10 and 41 in E11. Call with your postcode and we will give you a date.

Are you an emergency electrician in Walthamstow?

Phones are answered 7am to 10pm, seven days a week. Call 01727 238 999 and we will tell you honestly when an engineer can be with you. We are not a 24-hour service.

My storage heater is not warming up. Is it broken?

Often not. Seven of our nine heater jobs in E4 and E11 ended with the settings changed or the heater found working. See storage heater replacement for when a new one is worth it.
